The terms of our zoning state that we can't have people "living" in the space. (We'd have to have a hotel permit or something like that.)

If the board's power is as an extension of our legality within the world, then what we look to is the fact that we should not allow "living" in the space.

How do you define this?

Is there some way to quantify "living" in terms of number of meals eaten or number of hours spent?

If we can't quantify "living", then we can't really make a dent in the problem of preventing squatters, because there will be too much room for argument among the people who would be actually in the space enforcing our policy.
