Without this document, it's hard for me to see how the membership will ever fully accept the board as a policy making structure, or feel respected in the policy it makes for itself.
I think this is an interesting idea, and I like the idea of the board serving as an interface between the membership and the rest of the world.
That being said, I highly doubt that it would pass consensus.

@nthmost, I'm in favor of whatever actually stops people from squatting in the space and preventing us from banning people who steal, sell meth, or harass other people.
I don't see how this fixes any of those problems, but I do see how it makes it much more difficult to fix those problems.

My proposal entails the acceptance of a premise heretofore unstated: that the board should never rewrite Noisebridge membership policy, which would be akin to the Supreme Court directly overwriting, at its whim, laws passed by the House and the Senate.
I propose the creation of a document of Noisebridge Board policies that represent the legalistic interpretation of the Board's role as an "interface" between the Noisebridge membership and the rest of the world.
This document should be written so as to explicitly define the Board's powers and limits.
This document should be presented to the membership at a meeting, and passed by the Consensus of its members.
This document should be heavily informed by the Board's existence as legal entity, protecting the terms of Noisebridge's non-profit status and its lease.
